Bumpers are from 3/16" wall 2x4 tube. Shackle mounts are 1" x 2" stock, cut to length, with holes drilled by the machine shop to fit the shackle bolt.
I wanted to do that myself too, but figured my drill would hate me, I have no drill press, and a bit that big would cost me.
Standard design as done by many on every other forum out there.
All tabs and end caps are 3/16" flat stock, cut and hammered to fit then welded.

Even with a new spool of wire, couple flapper wheels, a couple cutting disks, the steel, and the machine shop labor for cutting/drilling the thick stuff, under $165 for what I have made here.
Mike's plasma was a Godsend, made getting through the tube really easy. Pleased with my welds, looks like I got some good penetration, the bead was eating into the shackle mounts which are 1" thick. And my beads are purty.
Theresa's rear bumper, 95% done, needs bottom bolt tabs, and wire wheeled/painted,

My front stubby, 2 more tabs at 90 degree to catch the 1" winch bolts and it is ready for paint
